This submission exists to determine whether execution may lawfully and legitimately continue under present conditions — or must stop.

(“Execution” refers to the continuation of a strategic initiative, transaction, program, or operational commitment already in motion — not day-to-day management or discretionary activity.)

Purpose

This submission initiates a Decision Integrity Diagnostic™.

The Diagnostic produces a single outcome:
Whether execution remains permissible under the conditions that currently exist.

It does not provide options, recommendations, or next steps.
It does not improve strategy, execution, or performance.
It does not validate or provide cover for illigitimacy.

It issues a determination.

Jurisdictional Boundary

Submission constitutes acknowledgment that this determination may bind the organization to cessation of the identified action.

Submission is appropriate only when execution is already advancing under constraint.

This submission must not be initiated if:
1. Refusal would not be respected,
2. A negative determination would be contested, delayed, or reframed
3. The submitter is not authorized to bind the organization to the assessment fee.

Submission constitutes acceptance that legitimacy may fail before outcomes do.

If refusal is unacceptable, do not proceed.

Definition of Execution

For the purposes of this determination, execution refers to the continuation of a strategic initiative, program, transaction, deployment, or binding commitment whose progression may cross irreversible thresholds of authority, consequence, or accountability.

This determination does not address day-to-day operations or tactical activity.

There is no intermediate result.

Binding Effect
The determination is final for the conditions assessed.
It is sufficient for fiduciary and board reliance.

Duration
Initiated only upon receipt of all required inputs.
A determination is issued within a fixed window appropriate to the risk being assessed.

Fee
Set at fiduciary levels.
Pricing reflects the irreversible loss the Determination exists to prevent — not time, effort, advisory scope or outcome.

Exclusions
This assessment does not include:
- advisory services
- execution support
- implementation guidance
- optimization
- ratification of action
- delegated authority of any kind.

Authority Requirement

Submission confirms that the submitter holds sufficient mandate to accept a binding determination on behalf of the organization.

If authority is delegated, the delegating authority must be named

Submission without mandate invalidates the process.

Submission Boundary

This submission:
- does not initiate an engagement
- does not create a relationship
- does not open a traditional conversation
- does not assist in deciding what to do next.
It exists solely to determine whether permission to act still exists.
